南京：和常州扬州一起3分镇江？这样的亏本买卖我不做！一种观点认为，南京市域面积狭促，但除非强推，否则跨省合并是不可能的，更何况那几个靠近南京的地级市，是安徽除合肥之外经济条件最好的。要想开疆扩土，在省内和常州扬州一起3分镇江，也许更具现实可操作性……

对此观点不敢苟同，南京不可能和常州扬州一起分镇江，一旦这样搞，因为地利的原因，常州扬州会直接分到镇江的精华部分，而南京只能收回耕地红线最多的句容，还得为常州扬州背锅骂名，纯粹亏本买卖。
而且这样镇江的债务也不好划分，镇江是全国城投债务四大天王之一，且镇江背债务的钱基本都花在东部地区，镇江花在句容身上的钱几乎没有，只给南京句容的话，却把镇江大力投资的东部给扬州常州，南京是不可能愿意为镇江背大头债务的，而常州扬州的财力，也背不起镇江城投债务的大头部分。

南京：和常州扬州一起3分镇江？这样的亏本买卖我不做！最具可能性的操作是，南京对镇江扩地，但只收回句容，保留地级市镇江。句容本就是1983年江苏区划调整，牺牲常州，把宜兴划给无锡，之后牺牲镇江，把金坛溧阳补偿给常州，之后牺牲南京，把南京老八县之一的千年属县句容划给镇江的。
83年区划无锡苏州是最大赢家，南京是最大输家，输得一败涂地，严重制约了南京日后发展，只拿到了易开发用地少，当时根本没人抢的高淳溧水。句容虽说耕地红线多，但句容是南京老八县易开发平原最多的地方，只要政策调整就前途无量。
