这个纯属时态问题，因为用了had been looking forward to，这个是过去完成时，那么实在过去的过去发生的事情，所以，信已经到达，这个意思在表達的时候就应该用过去时。也就是往后推一个时态。英语的时态就是┅前一后的推理。大部分情况下都是紧挨着的。
而且he had been looking forward to是letter这个名词的定語从句
